Does this tell me if Google has actually indexed my page?
No, and no free tool honestly can. Knowing your real, current index status requires Google's URL Inspection API, which only works for a Search Console property you've verified you own. This tool checks the technical signals (noindex, canonical, robots.txt) that determine whether a page CAN be indexed.
What's the difference between a noindex meta tag and the X-Robots-Tag header?
Both tell Google not to index a page, but the meta tag lives in the HTML (easy to spot by viewing source) while X-Robots-Tag is sent as an HTTP response header, invisible unless you inspect the raw response. Some CMS/CDN misconfigurations add it without anyone noticing.
My canonical tag points elsewhere, is that always a problem?
Not necessarily; a canonical pointing elsewhere is intentional when you have genuine duplicate content (e.g. a print version or a tracking-parameter URL) and want Google to index the main version instead. It's only a problem when it's unintentional, like a template bug pointing every page's canonical at the homepage.
